Regarding the s7000’s new “3rd screen view on VGA output” functionality - can consoles with only 1 screen also have an additional view on an external screen?

Yes, the S3000, C1500, C2500 can have a 2nd screen view on the VGA output.

What are the possibilities with the second monitor?
Can we use a second touch screen?
a touchscreen solution for the external screen is not probably planned - as far as I know
however, I am glad very much about this additional one registers for my S3000!
I use for it a keyboard with track ball.
