It would be wonderful the FX levels sent to Monitor Mixes was Pre-Fader and did not follow the Main channel faders.

I’ll endeavour to clarify.
I have noticed a difference between my QU-16 and my CQ-18T with respect to the interaction between the Main channel faders and the FX levels heard in the monitor mixes, (both consoles are configured to Pre-Fader signal levels).
In the case of the CQ the level of an FX applied to a channel, (for example a reverb on Vox1), in any monitor mix varies when the main channel fader for that particular channel, (Vox1), is altered. The dry signal level ,(of Vox 1)remains unaltered in the monitor mixes as expected. The practical implication of this is that adjusting channel levels in the FOH mix has an undesired impact on the level of FX in the Monitor mixes.
This is not the case for a correctly configured QU console.
I contacted technical support recently and was told that this is not a fault but that the system was designed to operate in this way, and was referred to the CQ system block diagram which I was told verified this claim.
To my eyes the FX Return section of the CQ system block diagram looks very similar to that of the QU-16 system block diagram in that they both clearly show Pre & Post send selection.

Your suggestion certainly means that you want to switch the FX sends to pre or post fader, as is the case with the QU, among others.
However, keep in mind that if you set “FX send pre fader,” this would also affect your Main channels.
This would mean that this FX of your VOX also would always have the same level in the Main channel, even if you change the VOX level.
