I am so confused about this QU behavior on FX returns

Yes. I created a new scene, did a Reset Mix on the SCENS screen and these are the resulting assigns.

That’s what I meant.
Thanks for confirming it.

This has been a great help. By extension, if I unassign all the FX returns from each FX mix, that prevents the FX from the other returns from being sent to a given FX mix while still being sent into the output mix?

Yes, the assignments, like the fader positions, apply separately to each mix.
Therefore, if you cancel assignments in FX mixes, it has no effect on your Out mixes or your (Main) LR mix, as you can try out also on this QU-16.

In my opinion, however, it’s clearer, as recommended above, to consistently keep all FX Return faders closed in all FX mixes.

I was able to test this today on a QU-32. I unassigned all 4 FX returns from all 4 FX mixes. I was able to apply different FX to different inputs both one at a time and simultaneously.

I am scratching my head as to why you’d have other FX returns in a given FX mix. Sounds like an advanced layering type technique I’ll never live to actually do. What is the reason?

Only you can answer that. ))

Let me put it this way: You certainly won’t need it in your everyday work, but the console still offers the option to do so if needed.
An example that’s easy to describe and understand would be using a delay where you want to add reverb to each repetition.
