Hi, there should be a post-fader headphone volume control option when selecting the master output as the source, so you’re not limited by the master volume. This is incredibly inconvenient for those who use the headphone outputs as monitors.
I think @steffenromeiss gave you the correct answer already. @The_Vocal_Academy_se please give some feedback. Does this solve the problem for you?

If your main output is too low in the headphones, you need to check your gain staging.
Let’s be clear: I want the headphone volume to be independent of the master fader volume. To achieve this, the headphones must be set postfader to the master fader. Have I been clear enough? The gain stage has nothing to do with what I mean.
Sounds like you are not familiar with the terminology.
A signal that is post fader is always affected by the fader position and signal that is pre fader is not affected by the fader position.
You will want to use the listen buss of the main L/R (headphone symbol above the master fader) this will give you the pre fader signal that you are looking for.
From the user guide:
Headphone Output
Source – Select Listen to have the headphone output work with the Listen buttons (with headphone symbol) on each channel. Set to a mono or stereo output to use as a monitor output with independent send levels to the Main LR.
ⓘ If Listen is set, when no Listen button is pressed, the headphone output will be sourced from Main LR.
Volume – Set the headphone output level.
ⓘ Headphone level can also be controlled from the home screen. To access quickly on the CQ-12T or CQ-18T, press the HOME screen key once or twice to display and adjust.
The CQ-18T has two headphone outputs which can be set up individually. For example, it is possible to have one headphone output set to Listen and the other to be fed with one of the monitor mixes.
I think the concept isn’t difficult: if I assign the master channel source to the headphones, I hear the same signal as the master. But if I lower the master faders, the headphone volume will also lower accordingly, so the headphones must be pre-fader master. I understand the terminology very well; it’s been my job for 40 years.
Perhaps you need to get an different mixer that will do what you want. You sure sound “pissed off” because you cannot achieve what you are looking for despite all the experience you claim you have. Take a look at the block diagram on the Allen & Heath website, it clearly shows a different signal path for the listen buss and the master output. We are trying to help you here but you seem determined to put the square peg into the round hole.
It’s something that can be solved via software, I already own other Allen digital mixers
for example in qu-pac you can choose to send master signal to the phone, in pre or post master fader.

What’s the point of having headphone volumes subordinate to the master volume? For example, with any sound card (and the CQ18-T is one), when you lower the speaker volume, the headphone volume continues normally. This choice by Allen is strange.
This is why I said you weren’t familiar with the terminology because if the headphones are set post fader they are dependent on the fader position and cannot be independent of the fader.

I take it for granted that on a sound card, the headphone volume is independent of the speaker volume. I’ve owned dozens of cards, from the cheapest to the best, and they all had independent volume controls.
And what did I write instead?? I wrote exactly that! Read the posts carefully before writing.

One last time… pre fader means before the fader, post fader means after fader. If the signal comes before the fader, the fader does not affect the signal. If the signal comes after the fader it does affect the signal.
On my SQ I can listen with headphones to the output and if I turn down the master fader the sound in my headphones is reduced. If I engage the PAFL on the master output and adjust the master fader then the sound in my headphones is not affected.
I hope someone can help explain this to you better than I have been able to.

In my first post, I wrote exactly that if I lower the master volume, the headphone volume also lowers. Steffenromeis said something else, and not what I asked. Not sure anyone can help you until you can properly comprehend English. You are asking for the headphone output to be post fader and then you complain that this signal is affected by the fader, which is what it does by design because it is after the fader. If you use the listen “button” (headphone symbol) this puts the same master L/R signal before the fader and therefore the fader won’t affect the headphone output. You sound annoyed by the answers we have provided but you are asking for something (post fader signal from the main L/R to the headphone output) and the result you get is exactly what you are asking for…

Just because I was addressed: I think you were both mistaken.
That isn’t right - or perhaps it’s just a case of using the wrong term, which is what timot was pointing out.
If you want to ‘listen’ Main LR independently of the Main Fader, you would naturally need to do so Pre (Master) Fader.
That is the option you’re looking for, and it’s something that has been requested here on the forum quite a few times.
Also frequently discussed here: If you have spare auxes, you could create an additional mix that mirrors Main LR but operates independently of it.
And unfortunately, that isn’t correct either.
As far as I know - and as the aforementioned block diagram shows - there is currently no way to listen a mix pre-fader.
That is precisely the reason for the feature suggestion (even if it was phrased incorrectly).
And as an additional point:
With the SQ, you can even set whether you want to listen inputs or outputs (mixes) via PFL or AFL.
