I used the Custom Control software to build a zone distribution app to run on a second CC-10 tablet. I created a specific user to use for the app. How do I associate the app with a user so that the AH-32 will download and run the app on the second CC-10. There is very little documentation on the A&H site and the Internet in general. Any assistance would be appreciated.

You will need a User set up and active in the AHM-32 User Profiles.
You can then edit the Details of the desired Custom Control Layout (in the Layout Manager) to limit its use to a specific user. Simply type in the user name in the Users field. Apply and upload the Config to the unit.
When logging into the Custom Control app, enter the user name and password and you should see the corresponding Layout. You can choose the ‘Display User List’ option in the Custom Control Editor if you want to select the user from a list rather than entering the name.

I found out there was a mismatch between CC-10 kiosk versions. We did the other steps you mentioned and upgraded the old tablet so they have matching software. We have a program starting tomorrow through Sunday so we will test on Monday to see if that solved our issue. If we have any issues, we will post an update. Thanks.
