Newbie here and I do apologize if I have some terminology incorrect here, I am learning as we go. I am trying to solve an issue with our church livestream. We use the QU-24 to mix the stream and output that via mix 3 through a cord going into a with a 3.5mm jack into a USB audio capture device. We stream out via OBS. I am getting a low level buzz that I can’t get resolved. I have to turn the levels way down in OBS to eliminate the buzz then the levels are too low for proper output levels. The buzz is there when all channels are muted on the QU. I was inputting in our computer via a microphone input, but was told this may be the issue and then got the USB capture device. This did not fix the issue. The mix inhouse is great, no issues and we are good there. I believe this is contained to how we get the mix to the computer. I do have the QU hooked up to the computer via USB, but was told we couldn’t get the mix out via USB, so I gave up on that. This seemed to start when we replaced our streaming computer a few months ago. This is a dedicated PC desktop. Any advice on what to check or look for here would be appreciated.
You definitely can get your mix out via USB. Study using the Qu as a DAW interface. Having said that, the most likely cause I think is that you’re feeding a balanced signal (mix 3 via XLR) to an unbalanced input (the 3,5mm socket). Check your cabling.
Also, powering the mixer and the computer from different circuits may cause an issue.

You can assign the mix out to a USB track in the IO set up menu.
As giga said you may very well have balanced line connection feeding an unbalanced stereo input, as well as driving a mic level input with line level signal. Lot of post on these topics here.
