In the scene recall filters what is the difference between “Input Channel->Routing->FX Sends” and “FX Sends->Input Channels->ON/Sends”? The manual is silent on that.

There is no difference. Just a different view on the same parameter.

On the FX Sends Tab you have deeper control on that. Good to know.
This is one of the things I really like about the dLive way of doing things.
On another mixer I always had trouble remembering whether, for instance, a DCA assignment was a property of a channel or of the DCA. On dLive it is both.
Thinking about this again, what if it is blocked via the Input Tab, but not blocked via the sends tab. Is it blocked then or not? 
I think you will find that it can’t be blocked in one of those places and not the other. Changing it one place changes it both places - it is the same setting, just visible two places.
