Xb-14-2 how to talk to telephone listener off air

I have a Xb-14-2, Hi how do I talk to a listener on the phone off air, I have tried turning aud on telco and mono channel but can’t get it to work

I have connected the telco to a computer and using voip but this set up is not working when I press the talk button the listener doesn’t hear me
